    Falconwood is a small woman-owned company providing consultation and programmatic support to Department of Defense Information Technology (IT) initiatives and programs. We provide expert advice and consultation on a diverse range of IT subjects, focusing on acquisition, policy, cybersecurity, engineering, and process development. 

     

    We have an immediate opening for an Engineer to support the Test and Evaluation efforts for the Navy Maritime Maintenance Enterprise Solution (NMMES) Technical Refresh (NMMES-TR) Program Management Office. This subject matter expertise is required to ensure products and solutions meet requirements throughout the lifecycle of the NMMES-TR Program.

    Responsibilities

    • Provide Systems Test and Evaluation (T&E) support to the NMMES-TR Program and related Integrated Product Teams (IPTs).
    • Serve as the resident subject matter expert for automated test methods and measurement using Agile methods.
    • Participate in oversight of developmental and operational testing, observe and communicate test results, influence re-test decisions, recommend mitigation strategies, and assist the Government in making system acceptance decisions.
    • Support development, maintenance, and execution of the Test and Evaluation Master Plan (TEMP).
    • Perform test planning, execution, and reporting activities.
    • Develop, use cases, test cases, and test scripts.
    • Conduct developmental and operational test readiness reviews (TRR /OTRR).
    • Develop and coordinate all statutory and regulatory test reports and assessments.
    • Utilize knowledge of Scientific Test Analysis and Techniques (STAT) / Design of Experiments (DOE) and apply it to enterprise Defense Business Systems (DBS), ensuring an effective and efficient T&E program.
    • Apply knowledge of interoperability testing, cybersecurity testing, performance testing, Reliability, Availability, Maintainability (RAM) testing, unit/component testing, system/component integration testing, and other functional/non-functional testing of COTs /GOTs based business applications/systems.
    • Leverage various test management tools and test instrumentation related to business systems.
    • Assist in the development and definition of vendor Contract Data Requirements Lists (CDRLs), such as the Test Plan, Test Procedures, and Test Report, in accordance with Performance Work Statement (PWS) specifications.
    • Maintain current knowledge of relevant developments in area of expertise.
    • Develop and brief working level and senior leadership presentations.
    • Provide general documentation support.

    Qualifications

    Required:

    • Minimum SECRET clearance
    • BS Degree in Engineering field (e.g. Computer, Electrical, Mechanical, Systems, Security), Computer Science or equivalent experience
    • 10+ years test and evaluation and systems engineering 
    • Experience with test planning and execution in an Agile development environment
    • Knowledgeable in the design and application of automated testing for a system, utilizing Agile software development methodologies
    • Project/program management experience
    • Familiarity in systems engineering models and lifecycles
    • Experience with end-to-end network performance testing and tools
    • Knowledgeable in Cloud technology
    • Proficiency in Microsoft Office applications, particularly Access, Excel, PowerPoint, Project, Visio, and Word
    • Advanced proficiency with testing tools, instrumentation, evaluation techniques, and methodologies
    • Ability to communicate effectively across various organizations (DoD, DON, industry, etc.) to ensure T&E goals are met on time and on budget
    • Ability to proactively identify risks with sound/actionable mitigations
    • Advanced proficiency in writing and editing quality strategies, test plans, scripts, schedules, presentations, reports etc.
    • Exemplary customer/client management skills and techniques

     

    Preferred:

    • MS Degree in Engineering field (e.g. Computer, Electrical, Mechanical, Systems, Security)
    • DAWIA Test & Evaluation and/or Systems Engineering Level III certification, or equivalent
    • Experience with supporting acquisition programs, specifically software/application-based systems
    • Knowledgeable in Navy Ship Maintenance business processes, applications, and systems
    • Testing experience within Cloud environment(s)
    • Familiarity with Scientific Test Analysis and Techniques (STAT) and/or Design of Experiments (DOE)
    • Familiarity with Defense Business Systems (DBS)
    • Familiarity with DON Fleet command structure
    • Familiarity with Navy network environments
